*                Governor Quinn Expands Drought Relief Effort


MT. VERNON – July 16, 2012. Governor Pat Quinn today announced state assistance available to farmers and residents in drought impacted areas after meeting with farmers and viewing crop damage resulting from persistent, widespread drought conditions in Southern Illinois. Joined by Illinois Department of Agriculture Director Bob Flider, Department of Commerce and Economic Opportunity Acting Director David Vaught and Department of Natural Resources Director Marc Miller, the governor called on the U.S. Department of Agriculture (USDA) to grant a disaster designation to a total of 33 Illinois counties, up from the 26 determined eligible for emergency support by the USDA last week.

CHICAGO - July 12, 2012. Three days after signing the Hiring Veterans Tax Credit to help veterans find employment in Illinois, Governor Pat Quinn today called on employers throughout Illinois to hire 100,000 Veterans by 2020. The Governor proposed to abolish this troubled program in 2009, 2010 and in 2011, and worked with the General Assembly to get it done this spring. Governor Quinn is committed to increasing college scholarships to students with merit who are in true financial need as well as restoring integrity to state government.

Company Moves Production of New Crossover from Japan to Normal; Keeps 1,200 Jobs in Illinois



NORMAL, Ill. – July 17, 2012. Governor Pat Quinn today joined executives with Mitsubishi Motors Corporation (MMC) to launch production of the 2013 Mitsubishi Outlander Sport in the U.S. market. Mitsubishi has invested $45 million to retool its Normal, Ill. facility to begin production of the new Outlander Sport Crossover Utility Vehicle, which was previously produced in Japan. Mitsubishi’s expansion in Illinois follows Chrysler’s growth from 200 jobs in 2009 to more than 4,000 jobs this summer and Ford’s addition of a third shift of workers in Chicago.
“Illinois’ automobile industry has seen tremendous growth over the last few years,” Governor Quinn said. “Mitsubishi Motors had a choice and they chose Illinois as the place to build their new Outlander Sport. That’s because our state is a great place to invest and grow, and our workers are the best in the world.”
The Outlander Sport is built upon the same highly flexible vehicle platform used for the Lancer compact car and Outlander SUV. In Feb. 2011, Mitsubishi announced that production of the new vehicle would be a part of the corporation’s global strategy and would significantly increase production at the Normal facility. Sales of the Outlander Sport, which received “Top Safety Pick” by the Insurance Institute for Highway Safety, are already up 13 percent compared to this time last year.
Mitsubishi Motors Corporation Managing Director in charge of global production Tetsuro Aikawa noted that bringing production of the Outlander Sport to the Normal plant reinforces MMC’s commitment to the U.S. market.
Mr. Aikawa estimated that about half of the Outlander Sports produced will be exported. “We will build vehicles here not just for the United States, but for many nations around the world,” he said. “This is the chance for employees at the Normal plant to prove that its quality and productivity are competitive in the global automobile market.”
Last year, Governor Quinn announced a targeted investment package which bolstered Mitsubishi’s expansion in Illinois and enabled the automaker to keep 1,200 jobs at its Normal plant. The state investment consists of Economic Development for a Growing Economy tax credits, which are based on job-creation, and Employer Training Investment Program job-training funds that will help enhance the skills of the company’s workforce. Mitsubishi is also located in an Enterprise Zone.
Since January 2010, Illinois has added 136,000 private sector jobs and 40,700 manufacturing jobs.









Defense contractors faked reports / Investigation finds evidence that Mitsubishi Electric required staff to lie


Investigations by the Defense Ministry and other government entities have uncovered evidence that employees at Mitsubishi Electric Corp.'s Kamakura plant had to falsely reports they worked on ministry contracts, according to government sources.

The Tokyo-based company is alleged to have inflated bills for contracts with the ministry, the Japan Aerospace Exploration Agency (JAXA) and the Cabinet Satellite Intelligence Center.

Under the ministry's defense equipment procurement contracts, private contractors calculate labor and other costs by estimating the time and the number of workers necessary for manufacturing the items sought.

The two sides tentatively decide contracted amounts based on these rough calculations and later finalize the prices. If actual workloads are less, the final payments are cut.

Defense contractors are obliged to keep records of hours worked and the number of employees involved in a project, which are the basis for the calculations and are checked later.

The ministry conducted a surprise inspection at the Kamakura plant in Kanagawa Prefecture on Jan. 17.

Ministry officials had employees write down details of the work they had done, and cross-checked the results with records in the plant's computer system.

The officials found employees who were not working on defense contracts were recorded as manufacturing Type 03 medium-range surface-to-air missiles.

Employees told ministry officials they had to input data indicating they worked on manufacturing the missiles regardless of their actual tasks.

The ministry suspects the plant systematically created false work records so initial contracted amounts would not be lowered. It plans to conduct a special investigation of the company from Monday.

Officials in defense and space development fields expressed concern over the situation, saying their procurement of equipment may be negatively affected.

Mitsubishi Electric has technologies to manufacture the most advanced radar and missile equipment. It has been the ministry's second-biggest contractor in terms of contracted amounts after Mitsubishi Heavy Industries Ltd.

On Friday, the ministry suspended Mitsubishi Electric as a designated contractor until the entire truth of the matter is known and any excessive payments are returned.

However, there are some parts that only Mitsubishi Electric can manufacture, so the ministry will allow the company to win contracts if it is indispensable for the nation's defense.

The ministry's special investigation will cover all plants and offices of the company. Therefore it will likely take a long time before all details are known, causing some ministry officials to fear the problem may adversely affect the ministry's plans to procure defense equipment.

Mitsubishi Electric is also contracted to manufacture major satellites developed by JAXA. These include Michibiki, a quasi-zenith satellite for the Japanese version of the Global Positioning System, and Shizuku (GCOM-W1), a satellite to observe global changes in water.

JAXA has banned Mitsubishi Electric from participating in open bidding for its contracts. But a JAXA official said, "If the investigation takes a long time, satellite launch schedules will be negatively affected."
